How many HRs BoD can promote a week....

So apparently last time when I first became a BoD, I have been told BoDs can only promote one HR per week. I have been following that guideline strictly until yesterday, when Sir Tim(O.Tim.O) told me BODs can promote 4 HRs a week. Today, I just asked Sir mini (minimew312) at around 3:32am, 28Mar2013, How many HRs BoDs can promote. His answer is as shown below:

Me: Sir, how many HRs can a BoD really promote a week, Sir?
Sir mini: There is no Maximum
Sir mini:  but they have to be reasonable
Sir mini: if you get what I mean
Me: Yes, Sir
